WORLD SHIPPING COUNCIL NAMES TWO VPS    The World Shipping Council, the new ocean carrier lobbying group recently established in Washington, has named Don O'Hare, former CSX Lines official, and Lars Kjaer, former Washington representative of the Council of European and Japanese Shipowners’ Association, as vice presidents.
   The WSC was recently formed by 31 shipping lines to address attacks on ocean carriers’ antitrust immunity and address a wide range of issues including port dredging, tax issues and the harbor maintenance tax. The council is headed by Chris Koch, former Federal Maritime Commission chairman and Sea-Land executive.
   Prior to working for CSX Lines, O’Hare served for more than 30 years at Sea-Land Service in a variety of public relations and regulatory affairs positions. From 1992 to 1999, he served as Sea-Land’s director of international and regulatory affairs.
   O’Hare has also served as an industry advisor to a number of U.S. government delegations to multilateral organizations and to bilateral negotiations.
   Prior to serving as CENSA’s Washington representative, Kjaer was counselor to the Royal Danish Embassy in Washington. He was also chairman of the Cotton Club, an organization of foreign transportation counselors based in Washington.
