U.S. EXPORT ADMINISTRATION PUBLISHES CHEMICAL WEAPONS CONVENTION RULES

   The Commerce Department’s Export Administration has published proposed rules for U.S. industry to comply with the Chemical Weapons Convention.
   The Chemical Weapons Convention is a disarmament and non-proliferation
treaty ratified by over 120 countries. Under the regulations, the U.S. will
have an obligation to monitor U.S. companies that manufacturer and trade
certain toxic chemicals that could possibly be used in the production of
chemical weapons.
   The U.S. ratified the convention on April 25, 1997, and enacted
implementing legislation on Oct. 21, 1998. The Export Administration will
be in charge of enforcing the rules of the convention.
   The industry has 30 days to comment on the proposed rules. The text of
