CARGO 2000 MEMBERS WILL LAUNCH TESTS    Cargo 2000, a group of 25 airlines and forwarders, will begin testing in October its system to measure service quality in the air cargo transport chain.
   The group agreed at a meeting last week to begin implementing its Master Operating Plan, which lays out each process in the air cargo chain and establishes standards of performance. Cargo 2000 was set up three years ago under the umbrella of the International Air Transportation Association to improve the efficiency of air cargo operations.
   Members of Cargo 2000 will be certified by the organization and required to follow certain service quality benchmarks, addressing customer satisfaction, requirements, measurement, analysis and improvement. Cargo 2000 said it will also certify approved suppliers and industry partners.
   The first phase of system implementation will address airport-to-airport operations at a master air waybill, or consolidated shipment, level. Future phases will address door-to-door deliveries at forwarder house waybill level and shipment piece level identification and tracking.
