Rob Quartel has resigned as president of the Jones Act Reform Coalition,
effective Monday.
Quartel joined the coalition shortly after its inception in 1995. The
coalition represents manufacturing and shipping interests who seek reform
of the 1920 Jones Act, a cabotage law which limits domestic waterborne
shipping to vessels that are U.S.-owned, built and crewed.
Before joining the coalition, Quartel served as a member of the Federal
Maritime Commission from 1990-92.
Quartel announced his resignation at the coalition’s board meeting
Wednesday. He said he was leaving for "a unique personal opportunity."
The coalition, which had recently honed its reform proposal to
elimination the U.S.-build requirement for ships serving the domestic
trade, has found a recent ally in the National Industrial Transportation
League.
Ed Emmett, NIT League president, said the shippers group will explore
the issue.
