MCGOWEN APPOINTED ACTING DIRECTOR OF U.S. SEAPORT COMMISSION

   John B. McGowen, executive director of field programs for U.S. Customs’ Office of Field Operations, has been appointed acting director of the U.S. Seaport Commission.
   McGowen replaces Customs’ D. Lynn Gordon, who is on leave.
   The Seaport Commission, also known as the Interagency Commission on Crime and Security in U.S. Seaports, was formed earlier this year by President Clinton to study seaport crime. The commission is expected to report its findings by next year.
   The commission is co-chaired by Customs Commissioner Raymond W. Kelly, Department of Justice’s Assistant Attorney General James Robinson and Maritime Administrator Clyde Hart.
   Other federal agencies involved in the commission are departments of
State, Defense, Labor, Agriculture and Commerce, the Food and Drug
Administration, the Joints Chiefs of Staff, CIA, the Office of National
Drug Control Policy, the National Security Council and the Environmental Protection Agency.
