USTR ISSUES TRADE PRIORITIES REPORT TO CONGRESS    The Office of the U.S. Trade Representative has submitted its trade priorities report to the Senate Finance Committee and House Ways and Means Committee last week.
   The Report on Trade Expansion Priorities Pursuant to Executive Order 13116 (“Super 301”) was built on several other trade reports, such as the 2000 National Trade Estimate Report on Foreign Trade Barriers, released March 31. USTR worked closely with other government agencies and U.S. embassies abroad to put the report together.
   The Administration’s top trade priority this year is to complete China’s accession to the World Trade Organization and to secure approval of permanent Normal Trade Regulations status to China.
   Other priorities include the enactment of legislation that promotes trade with poor countries; continue negotiations for the Free Trade Area of the Americas; pursue multilateral negotiations to open overseas markets to U.S. exports; and enforce trade commitments and resolve disputes with other countries.
